Planning & Operations Assistant

The Regional District of Mount Waddington (RDMW) is seeking a Planning & Operations Assistant to support the Manager of Planning & Development Services and the Manager of Operations with various tasks related to the delivery of the RDMW’s planning and land use, subdivision and development, building, bylaw enforcement, water treatment and distribution, sewage collection and disposal, solid waste, fire protection and related services. Given this position will involve a diverse range of local government service delivery and associated duties, the RDMW appreciates that candidates may not have the scope of education and experience to deal with the full range of them. As such, the ideal candidate must have a strong interest and desire to learn as part of this unique opportunity. In addition, the RDMW would be appreciative of a candidate that would be willing to make a commitment to serve in this position for at least two years and preferably longer, given the time and effort involved with the mentorship that would be provided to the successful applicant.
The Planning & Operations Assistant position is based in the RDMW’s administrative office located at 2044 McNeill Road in the Town of Port McNeill on northern Vancouver Island. This is a union position with a 35-hour work week, which includes a generous benefit plan.


  1. Responds to and provides technical information to the public and internal staff and external agencies;
  2. Responds to public enquiries and complaints;
  3. Conducts reviews of land use, development and utility plans and applications to determine policy and regulatory conformance;
  4. Reviews and processes land use and development applications and referrals from outside agencies including the preparation of reports, mapping and public notices;
  5. Prepares drafts bylaws relating to land use and development issues;
  6. Undertakes research and prepares draft reports, background papers, and presentation materials and displays;
  7. Tracks and follows up on assigned tasks and projects and co-ordinates, consults and follows-up with other staff in relation to assigned tasks and projects;
  8. Prepares, updates, maintains and co-ordinates with other staff with respect to record keeping, data entry and the production of correspondence, notices, referrals, agendas, minutes, graphics and maps related to assigned tasks and projects;
  9. Obtains, compiles and analyzes data in relation to projects, reports and programs;
  10. Undertakes site visits and assessments and project status updates where required;
  11. Attends and assists with the preparation and organization of public hearings, public information / consultation meetings and public and advisory committee meetings;
  12. Assists with the preparation of agendas and minutes related to meetings;
  13. Maintains up-to-date knowledge on matters pertaining to land use planning, development issues, capital asset management and geographic information systems;
  14. Develops and maintains planning, operations, building, bylaw enforcement, fire protection and capital asset management databases and filing systems;
  15. Manages projects including development, problem solving and cost tracking in a variety of remote locations;
  16. Manages a variety of operational initiatives from health and safety to extended producer responsibility programs;
  17. Represent and report back to the Regional District on committees and partner initiatives;
  18. Assists with the updating and maintenance of the geographic information system; and,
  19. Performs other duties, as assigned.

A university degree or technical diploma from a recognized institution with respect to land use planning or engineering or relate discipline. Preference will be given to candidates with experience working in a planning or engineering capacity, in a local government environment, and with knowledge and use of geographic information systems and experience in matters pertaining to land use planning and development, building, bylaw enforcement, solid waste management and sewage and water systems.

The preferred candidate must:

  • Effectively apply philosophies, principles and practices related to land use planning and / or engineering;
  • Have an understanding and working knowledge of relevant provincial legislation;
  • Possess excellent interpersonal, and written and oral communication skills including the ability to establish and maintain effective working relationships with internal and external contacts and to communicate tactfully and effectively, both verbally and in writing;
  • Work well independently and as part of a team;
  • Be organized and coordinate and complete tasks and projects efficiently;
  • Undertake complex technical research and analysis;
  • Attend distant and outdoor sites in a variety of weather conditions for the purpose of undertaking field work;
  • Accurately read maps, legal surveys and development plans including site plans, landscape plans and building elevation and related drawings;
  • Prepare maps and graphics including the ability to clearly represent spatial features and interrelationships;
  • Be able to use a geographic information system for performing geo-spatial data processing, spatial analysis, map interpretation and creating maps and graphics for a variety of uses;
  • Be proficient in the use of computers and related software; and,
  • Have a valid BC Driver’s Licence and clean driver abstract.
