Main Purpose and Function

The Planner provides a range of professional and technical services as part of the Research and Data team in the City-Wide and Regional Planning Division. This group is responsible for regional policy and managing departmental spatial and tabular data. The emphasis is on data collection, data management, research and analysis. The position currently plays a key role in conducting policy and technical analysis on a range of city-wide issues related to land use, housing, industry, employment, transportation, and sustainability.

Specific Duties/Responsibilities

  • Supports Planning, Urban Design, and Sustainability department through the collection, management, and interpretation of various sources of data and statistics.
  • Performs policy research and analysis and investigates industry standards and trends.
  • Sources and develops visualization and mapping solutions in GIS and other mediums.
  • Compiles and reports on technical data, undertakes qualitative and quantitative analysis of data for the use in policy initiatives and for making recommendations.
  • Delivers presentation and production-ready materials related to data analysis & interpretation for senior management.
  • Provides technical writing, research, and the preparation of materials for presentation to internal staff, external stakeholders and City Council.
  • Provide direction and guidance to the work of professional consultants engaged by the City

Minimum Position Requirements
Education and Experience:

  • A post-secondary degree in urban planning recognized by the Canadian Institute of Planners or a degree in a related field with experience related closely to the duties involved.
  • Demonstrated experience using sound research and analytical abilities and experience with census and other external data sources is essential.
  • Three years of professional planning experience in planning related research, monitoring, policy analysis, and communicating data findings.

Knowledge, Skills and Abilities:

  • Proven experience with data research and analysis in city-wide urban planning.
  • Considerable knowledge and understanding of quantitative methods applied to analysis and forecasting.
  • Considerable understanding of City and Regional planning and land use policies.
  • Knowledge of City by-laws, processes, policies, and regulations
  • Strong organizational and project management skills; ability to respond to changing priorities and to meet tight timelines.
  • Proven ability to work independently and self-manage workload.
  • Strong interpersonal and communication skills.

  • Strong working knowledge of GIS software such as MapInfo, ArcGIS Pro, FME are required
  • Demonstrated advanced graphics skills and computer skills in Microsoft Office (Word, Excel, Access, PowerPoint, SharePoint), Adobe Creative Suite (Illustrator, InDesign, Photoshop) or other similar graphic software and, use of the internet as a research and communication tool, are required.
  • Experience in SPSS or statistics in general will be considered an asset.
  • Experience with internal databases such as POSSE, PRISM, Property Tax, and Business Licenses is preferred.
  • Experience with external data sources such as Statistics Canada, BC Stats, BC Assessment, and CMHC.
  • Demonstrated initiative in identifying and anticipating data research needs is desirable.
  • Membership or eligibility for membership in the Canadian Institute of Planners is desirable.
