Permanent Full Time Position

The District of Saanich is seeking an experienced Professional Engineer to manage the Infrastructure Design and Construction Section in the Water Resources Division of the Engineering Department. The Manager of Infrastructure Design & Construction is responsible for leading a unionized technical team in the delivery of the infrastructure renewal and replacement priorities established in the annual 5-year capital budget for waterworks, sanitary sewer and storm drainage infrastructure, from preliminary design to final project close out; acts as Engineer of Record for designs prepared under direct supervision; and is responsible for assigned budgets.

The Manager will establish design objectives or requirements for capital projects based on District standards and/or applying engineering best practices and principles where no internal standard exists; provide technical direction and support to own staff (and field personnel as necessary) in the design development and construction of works. The Manager leads the section work flow through the application of the departmental Project Management Framework of tools and ensures the implementation of the capital program priorities and the section work plan as direct by the Senior Manager. The Manager is responsible for assigned capital and operational budgets; the procurement of services within corporate purchasing policies and processes, and supporting financial year end and annual capital budget development based on section activities. Management duties include supervising, mentoring and coaching direct reports; recruitment and orientation of new staff; liaising with departmental teams, consulting professional engineers, and the public as needed to complete the work and support intra or inter-departmental initiatives.

Requirements include a Bachelor of Applied Science in Civil Engineering or related field, membership as a Professional Engineer with Engineers and Geoscientists of BC with six years of progressive experience in a related position specific to water resources engineering. Candidates should have a demonstrated ability to lead and supervise employees, preferably in a unionized environment and possess a valid B.C. Class 5 Driver’s Licence with a personal vehicle available for use as and when required. The successful candidate will have professional knowledge in the analysis and design principles applicable to water resources infrastructure, specifically experience in detailed design and construction techniques for water, sanitary sewer and drainage systems and facilities; experienced in the procurement of service providers and the tendering of projects; contract administration and construction oversight; is organized; has excellent communication skills and strong project management skills. Candidates with an equivalent combination of education and experience may be considered. Project Management Professional (PMP) certification and/or experience in trenchless technologies are considered assets.
